1,484,060 doses of COVID-19 vaccines donated by Italy and France through the COVAX Facility arrive in Viet Nam / 1.484.060 liều vắc-xin COVID-19 do Ý và Pháp tài trợ thông qua Cơ chế COVAX đã đến Việt Nam hôm nay

Ha Noi, 14 September 2021 – Viet Nam received today 672,000 doses of Astra Zeneca COVID-19 vaccine donated by the Government of France and 812,060 doses of Astra Zeneca COVID-19 vaccine donated by the Government of Italy, both through the COVAX Facility.

“With this donation, France is demonstrating its solidarity with Viet Nam through these difficult times: we stand together with the people of Viet Nam, as the country is facing a severe epidemic wave, by supporting vaccination efforts launched by the authorities” said Ambassador of France, Nicolas Warnery. “This support is in line with the longstanding and successful cooperation between France and Viet Nam in the medical field”.

Ambassador Nicolas Warnery added that “vaccination is the only way out of this crisis. That is why France is committed to share 60 million doses in 2021, in addition to its financial contributions to the COVAX program, in order to accelerate vaccination efforts worldwide. More broadly, France has been a major supporter to the ACT-A initiative which provides universal access to tests and treatments to fight COVID 19”.

“In the spirit of the strategic partnership and sincere friendship that links Italy and Viet Nam”, said Ambassador of Italy, Antonio Alessandro, “Italy stands close to the Vietnamese Government and people in the fight against Covid-19”.

“Since the beginning of the pandemic”, he added, “Italy has been among the first countries to support the importance of equal and universal access to vaccines, treatments and tests for COVID-19, based on a principle of international solidarity according to which no one will be safe until everyone is safe. For these reasons, Italy supported the creation of ACT-Accelerator and the Global COVAX Facility, of which is one of its largest financial donors. Furthermore, on the occasion of the Global Health Summit promoted by the Italian G20 Presidency, Italy committed to donate 15 million doses to low and middle income countries, starting from those most in need, including Vietnam”.

French and Italian contributions add to the #TeamEurope (European Union and its Member States) support to help Viet Nam fight the pandemic: #TeamEurope is the 2nd biggest donor to COVAX, with USD 2,8 billion. An EU budget support grant of EUR 19 million was transferred in 2020 to the State Treasury of Viet Nam to provide additional fiscal space to implement relief policies. Many other EU and bilateral programs, including from Italy and France, are dedicated to support Public Health and Medical Research & Innovation in Viet Nam.

Speaking at the handover ceremony held in Hanoi today, Vice Minister of Foreign Affairs To Anh Dung expressed the appreciation for the donations of the Governments of France and Italy as well as for the support of COVAX in ensuring the equitable access to COVID-19 vaccines.

Vice Minister of Health Tran Van Thuan highlighted that Viet Nam would quickly distribute the donated vaccines to the provinces and ensure that the vaccines would be used effectively.

Viet Nam is experiencing the largest and most severe COVID-19 outbreak since the beginning of the pandemic. The Government has been taking strong measures to control the spread of coronavirus, including speeding up vaccination for its population, especially those living in the epicenters.

“We are grateful to the Governments and peoples of France and Italy for sending additional doses of vaccine through the COVAX Facility”, says Dr Kidong Park, United Nations Resident Coordinator ad interim and the World Health Organization (WHO) Representative in Viet Nam. “As we get more vaccines for the country, it is critical for the Government to provide vaccines strategically to the people who need it the most, based on priorities. This means protecting health care workers and frontline workers, the elderly, people with co-morbidities and those who are at highest risk of severe diseases or deaths.”

“UNICEF welcome the donations of COVID-19 vaccines by the Governments of France and Italy through the COVAX dose-sharing mechanism, which allows well-supplied countries to share vaccine doses with other countries to help protect the most at-risk populations globally”, said Lesley Miller, UNICEF Deputy Representative. “Equitable access to COVID-19 vaccines represents the clearest pathway out of this pandemic for all of us — children included, and these donations are an important step in this direction”

With the delivery of vaccines donated by the Government of France and Italy, Viet Nam has received 11,725,630 doses of COVID-19 vaccines via the COVAX Facility. The COVAX Facility is co-led by WHO, Coalition for Epidemic Preparedness and Innovations (CEPI), GAVI – the Vaccine Alliance, and UNICEF as a key delivery partner.

To date, over 30 million COVID-19 vaccine doses have been administered in Viet Nam, among them over 5.5 million second
doses. The additional vaccines will help the Ministry of Health to expand coverage and reach more people from priority groups, including the elderly and those with underlying conditions, contributing to attaining the country’s target of vaccinating more than 70 per cent of population by the end of the first quarter of 2022.

While the continuous arrival of the COVID-19 vaccines through the COVAX Facility is encouraging, it will take some time for every priority group to be vaccinated. Thus, it is essential to continue 5K practices to reduce virus transmission: wear face masks, wash hands regularly, practice physical distancing, stop gathering and fill out health declaration.

1.484.060 liều vắc-xin COVID-19 do Ý và Pháp tài trợ thông qua Cơ chế COVAX đã đến Việt Nam hôm nay

Hà Nội, ngày 14 tháng 9 năm 2021 – Hôm nay, Việt Nam đã tiếp nhận 672.000 liều vắc-xin AstraZeneca phòng COVID-19 do Chính phủ Pháp tài trợ và 812.060 liều vắc-xin AstraZeneca từ Chính phủ Ý, thông qua Cơ chế COVAX.

“Thông qua sự đóng góp này, nước Pháp đang thể hiện tình đoàn kết của mình với Việt Nam trong giai đoạn khó khăn mà đất nước đang gặp phải: khi đất nước các bạn đang phải đối mặt với làn sóng dịch bệnh nghiêm trọng, chúng tôi sát cánh cùng người dân Việt Nam thông qua việc hỗ trợ công tác tiêm chủng do các cơ quan chức năng phát động”, chia sẻ của ông Nicolas Warnery, Đại sứ Pháp tại Việt Nam. “Việc hỗ trợ này phù hợp với sự hợp tác lâu dài và thành công giữa Pháp và Việt Nam trong lĩnh vực y tế”.

Đại sứ Nicolas Warnery chia sẻ thêm: “tiêm chủng là cách duy nhất để thoát khỏi cuộc khủng hoảng này. Đó là lý do vì sao Pháp cam kết chia sẻ 60 triệu liều vắc-xin vào năm 2021, bên cạnh đóng góp tài chính cho chương trình COVAX, nhằm đẩy nhanh các nỗ lực tiêm chủng trên toàn thế giới. Nói rộng hơn, Pháp là một trong những nước ủng hộ chính cho sáng kiến ACT-A nhằm cung cấp khả năng tiếp cận các xét nghiệm và phương pháp điều trị COVID-19 cho tất cả mọi người”.

“Trên tinh thần đối tác chiến lược và tình hữu nghị chân thành gắn kết hai nước Ý và Việt Nam, Ý sát cánh cùng Chính phủ và nhân dân Việt Nam trong cuộc chiến chống lại COVID-19”, phát biểu của ông Antonio Alessandro, Đại sứ Ý tại Việt Nam.

Đại sứ chia sẻ thêm: “Kể từ khi đại dịch bắt đầu diễn ra, Ý là một trong những quốc gia đầu tiên ủng hộ tầm quan trọng của việc tiếp cận vắc-xin, phương pháp điều trị và xét nghiệm COVID-19 công bằng và bình đẳng cho tất cả mọi người, dựa trên nguyên tắc đoàn kết quốc tế, theo đó sẽ không có ai an toàn cho đến khi tất cả mọi người đều an toàn. Vì những lý do này, Ý đã hỗ trợ việc xây dựng sáng kiến ACT-Accelerator và Cơ chế COVAX Toàn cầu với tư cách là một trong những nhà tài trợ tài chính lớn nhất. Ngoài ra, nhân dịp Hội nghị Thượng đỉnh Y tế Toàn cầu do Nước Chủ tịch G20 – Ý chủ trì, chúng tôi cam kết tài trợ 15 triệu liều vắc-xin cho các nước có thu nhập thấp và trung bình, bắt đầu từ những nước có nhu cầu cao nhất, trong đó có Việt Nam”.

Những đóng góp của hai nước Pháp và Ý đã góp phần cùng #TeamEurope (Liên minh châu Âu và các Quốc gia thành viên) hỗ trợ Việt Nam chống lại đại dịch: #TeamEurope là nhà tài trợ lớn thứ hai cho Cơ chế COVAX với 2,8 tỷ USD. Năm 2020, khoản hỗ trợ ngân sách của Liên minh châu Âu trị giá 19 triệu EUR đã được chuyển đến Kho bạc Nhà nước Việt Nam để tạo thêm không gian tài khóa nhằm thực hiện các chính sách cứu trợ. Nhiều chương trình song phương và các chương trình của Liên minh châu Âu, bao gồm từ Ý và Pháp, được dành riêng để hỗ trợ y tế công cộng cũng như công tác nghiên cứu và đổi mới y tế tại Việt Nam.

Việt Nam đang trải qua đợt bùng phát COVID-19 lớn nhất và nghiêm trọng nhất kể từ đầu đại dịch. Chính phủ đã và đang thực hiện các biện pháp mạnh mẽ để kiểm soát sự lây lan của vi-rút, bao gồm tăng tốc độ tiêm chủng cho người dân, đặc biệt là những người sống ở vùng dịch.

Tiến sĩ Kidong Park, Điều phối viên thường trú của Liên Hợp Quốc và Đại diện Tổ chức Y tế Thế giới (WHO) tại Việt Nam cho biết: “Chúng tôi rất biết ơn Chính phủ và người dân hai nước Pháp và Ý đã gửi đến Việt Nam những liều vắc-xin bổ sung thông qua Cơ chế COVAX. Khi Việt Nam có thêm vắc-xin, Chính phủ cần phải có chiến lược cung cấp vắc-xin cho những đối tượng cần nhất, theo thứ tự ưu tiên, bao gồm nhân viên y tế và nhân viên tuyến đầu chống dịch, người cao tuổi, người mắc đồng thời các bệnh khác và những người có nguy cơ mắc bệnh nặng hoặc tử vong cao nhất”.

Bà Lesley Miller, Phó đại diện UNICEF tại Việt Nam cho biết: “UNICEF hoan nghênh việc Chính phủ Pháp và Ý tài trợ vắc-xin COVID-19 thông qua Cơ chế chia sẻ vắc-xin COVAX, cho phép các quốc gia có lượng vắc-xin dồi dào chia sẻ vắc-xin với các quốc gia khác để giúp bảo vệ các nhóm dân số có nguy cơ nhiễm vi-rút cao nhất trên toàn cầu. Tiếp cận công bằng với vắc-xin COVID-19 là hướng đi rõ ràng nhất giúp tất cả chúng ta, bao gồm cả trẻ em, thoát khỏi đại dịch này, và những khoản đóng góp này là một bước quan trọng của hướng đi đó”.

Với việc tiếp nhận vắc-xin do Chính phủ hai nước Pháp và Ý tài trợ, Việt Nam đã nhận được 11.725.630 liều vắc-xin COVID-19 thông qua Cơ chế COVAX. Cơ chế COVAX được đồng lãnh đạo bởi Tổ chức Y tế Thế giới (WHO), Liên minh Đổi mới Sáng tạo Sẵn sàng cho Dịch bệnh (CEPI), Liên minh Toàn cầu về Vắc-xin và Tiêm chủng (GAVI) và UNICEF với tư cách là đối tác cung cấp chính.

Cho đến hiện tại, Việt Nam đã tiêm hơn 29 triệu liều vắc-xin phòng COVID-19, trong số đó có hơn 5 triệu liều là mũi tiêm thứ hai.Việc bổ sung vắc-xin này sẽ giúp Bộ Y tế mở rộng diện bao phủ và tiếp cận được nhiều đối tượng thuộc các nhóm ưu tiên, bao gồm cả người cao tuổi và những người có bệnh lý nền, góp phần hoàn thành mục tiêu tiêm chủng cho hơn 70% dân số cả nước vào cuối quý I năm 2022.

Mặc dù việc Việt Nam liên tục tiếp nhận vắc-xin COVID-19 thông qua Cơ chế COVAX là điều đáng khích lệ, song, sẽ mất một khoảng thời gian để tất cả các nhóm ưu tiên được tiêm chủng. Do đó, cần phải tiếp tục thực hiện quy tắc 5K để giảm lây nhiễm vi-rút: đeo khẩu trang, rửa tay thường xuyên, giữ khoảng cách, không tụ tập và khai báo y tế.
